摘　　要：以指标控制和农地发展权转移为理论基础,提出了重庆地票的运行模式实质是耕地发展权转移机制,并分析了地票机制运行的关键要素依据,提出了重庆地票制度创新改革启示和建议。Based on the theory of indicator control and agricultural land development right transfer,the reality of Chongqing land indicator mechanism operation mode is farmland development right transfer.The key basis for land indicator mechanism operating was analyzed,the inspiration and suggestions for innovating and reforming of Chongqing land indicator were put forward.
