低碳产业集群的推进路径和策略研究

摘　　要：低碳产业是在全球气候变暖、生态环境日益恶化的大背景下提出的一种新型产业发展模式,它是以低能耗、低污染、低排放为基础的产业;产业集群是围绕某一产业由众多相关企业及其支撑体系,在一特定区域内集聚发展,并形成整体竞争优势的经济群体;低碳产业集群是低碳经济时代产业集群发展的方向,也是提升绿色竞争力的有效途径。文章对产业集群的概念、理论进行了梳理,对低碳产业集群的内涵、特征、作用进行了总结,对低碳产业集群的推进路径和策略进行了深入细致地研究。本文认为低碳产业集群的培育需要经过残酷的市场竞争优胜劣汰的洗礼,持续创新能力的磨砺,不断适应变化了的客户需求、集群网络的不断完善、开放创新文化的支撑和低碳竞争优势的挖掘以及低碳产业集群的科学规划。Low-carbon industry is a new type of industrial development model proposed in the context of global warming,ecological environment deteriorating,it is based on low energy consumption,low pollution,low-emission-based industries;industrial clusters around economic groups;low-carbon industrial clusters by many enterprises and their support system,particular industry cluster development in a particular area,and to form an overall competitive advantage is the direction of the development of industrial clusters of low-carbon economy era,but also enhance the green competitiveness effective way.Article the concept of industrial clusters,the theory of the sort,a summary of the connotation,characteristics,and the role of lowcarbon industrial clusters,depth and detailed study of the the propulsion path and strategy of low-carbon industrial clusters.The article cultivation of low carbon industrial clusters need to go through the baptism of the brutal competition in the market survival of the fittest,the sharpening of the ability to continuously innovate constantly adapt to changing customer needs,mining cluster network continue to improve,the support of the open culture of innovation and low-carbon competitive advantage scientific planning as well as low-carbon industrial clusters.
