对基层医疗机构实施基本药物制度的公平性探析

摘　　要：基本药物制度实施的公平保障关乎社会正义。但在基层医疗机构基本药物制度实施现状中存在着基本药物品种较少,基本药物制度的实施范围界定不明确,财政补偿不到位,基本药物的供应和配送保障不充分的公平缺失问题。各地应根据当地实际情况、制定增补药品目录,在所有乡镇全面实施基本药物制度,还需增加政府投入,增强对基层的药物配送,提高基本药物使用的可及性。The fairness of essential drugs system implement is important for social justice. But in the primary medical institutions, the essential drugs system implementation still has problems such as lack of drug varieties, the scoping is not clear, the financial compensation does not reach to the designated position, basic drug supply and distribution security is inadequate. This paper suggest that the government should formulate supplementary drug catalogue according to the actual local situations, fully implement essential drugs system in all villages and towns, increase government investment, strengthen the drug distribution and improve the accessibility of essential drug usage.
