利用政府采购支持我国中小企业快速发展的政策研究——基于美国政府的经验分析

摘　　要：政府采购是世界各国促进中小企业快速成长的有效方式,美国政府在支持小企业获得政府采购方面取得了显著成效。本文深入研究了美国政府利用政府采购支持小企业发展方面的做法和经验,发现:制定完备的法律和法规制度、明确规定小企业获取政府采购份额和设立专门服务机构进行监督和评估是确保美国小企业获得大量政府采购的根本原因。本文同时指出了当前中国政府在支持中小企业政府采购上的措施缺失和不足,并就如何进一步利用政府采购支持国内中小企业发展提出了相关建议。Government procurement is an effective way to promote SEMs with rapid growth in the World, and the U. S. government hasachieved remarkable success in supporting small businesses access to government procurement. This paper makes an in-depth study on the practices and experiences of the U. S. government to use government procurement to support small enterprise development, and findsthat ： the development of a comprehensive legal and regulatory system, and clearly defined small businesses to obtain the share of government procurement and the establishment of specialized services be monitored and assessed to ensure that the United States Small enterprises to obtain a large number of government procurement. This article also pointed out that the current lack of current measures to support SMEs on government procurement in China, and provides relevant recommendations on how to further use government procurement to promote rapid development of domestic small and medium enterprises finally.
