摘　　要：课程建设是实现人才培养目标的重要组成部分,本文以公共部门人才需求特征为根本出发点,作为打造以"开放"为特征的面向公共部门的人才培养模式的支持系统,将灵活教育模式作为课程体系建设的平台,结合公共经济和公共管理类专业特点,提出了灵活教育模式下开放型课程体系建设的基本思路。Course construction is an important part of achieving personnel training target.This thesis makes the personnel demand characteristic of public sectors as the fundamental starting point and as a supporting system to create the ＂open＂ feature of public sector personel traiining mode,turning the flexible education mode to the plateform of course courriculum construction.Combinging the public economy with public administration professional features,it also proposes the basic diea of open course curriculum construction in flexible education mode.
