摘　　要：我国近来所实施的积极的财政政策和货币政策收效不明显 ,原因在于我国的经济过剩有其特殊性 :总量相对过剩但有效供给不足 ,私人产品相对过剩但公共产品供给不足 ,储蓄增加和收入分配不均等造成消费不足 ,不良的投资环境造成投资不足等。针对这些特殊性 。This paper points out that the active financial and monetary policies carried out recently in our country have not brought notable results because there exist specific characteristics for a surplus of economy in the country.These specific characteristics are as follows:The total quantity is relatively in surplus and the effective supply is not enough.Private products are more than needed and public products are insufficient.The increase of savings and uneven allocation of income have formed insufficient consumer and unsuitable investment environment has formed insufficient investment.This paper puts forward appropriate measures in accordance with the specific characteristics.
