摘　　要：以解决利用信息与通信技术更好地开展公共参与为目的,通过阐释政策决策过程的环节,总结归纳电子参与政策决策过程的设计安排,详尽分析电子参与角色、技术应用、参与规则、评估等方面,得出电子参与模式框架方案的结论,并在探讨其负面问题基础上提出解决对策以及对中国的启示。The purpose of the study is to better carry out public participation using information and communication technology.This paper explains the policy-making process,generalizes the design of e-participation in policy-making process,and analyzes the facts of actors,technologies used,rules of engagement and evaluation.The conclusion of the e-participation mode framework is drawn,the solution to the negative problems is proposed,and the implications for the development of e-participation in China are well explored.
