摘　　要：本文对Grossman和Helpman的利益集团游说模型进行修正,以此为基础分析中国煤矿安全规制中的标准制定与执行中的偏差现象。研究结论发现,尽管中央政府制定的安全规制标准能够最大化社会福利,但由于煤矿企业存在支付"政治捐献"的现象,地方政府会选择一个相对较低的标准进行执行。进一步分析发现,如果矿工组成工会组织,通过"政治捐献"影响地方政府,地方政府对中央政府政策的扭曲度会下降,工会人数越多,地方政府执行的标准越高。Based on modified Grossman ＆ Helpman, the paper analyzed the phenomenon of deviation in safety regulation. The results revealed that local governments would choose a relatively low standard of execution for political contribution, while the central government sets standards to maximize social welfare. Further analysis found that if the miners formed unions and influenced local governments via political contributions, then the distortion between local and central government would incline to decline.
