摘　　要：知识产权具有地域性,一般需要先一一申请、审查和授权,获得各国工业产权之后,才能进行各国的工业产权保护,这给申请人和审查机构都带来了麻烦。因此,有不少区域建立起了地区工业产权制度,可以经过一次申请、审查和授权,获得各成员国的国家工业产权,甚至可以获得超越国家地域的区域工业产权保护。地区工业产权制度,不仅与各成员国工业产权制度良好协调,还可以与国际性工业产权制度顺畅衔接,可以提高各国工业产权保护的统一性、降低工业产权取得和维持成本、减少知识产权对国际市场自由流通的阻碍。The intellectual property right has territoriality, so before having Protection of the industrial property fight, it is Generally needed to be filed, examined, granted separately and then get the national industrial properties, which brings trouble to the applicants and the patent Office. Therefore, there are a lot of regions where have established the Regional Industrial Property System, with which applicants can get the national industrial property rights of the member states ,or even get the Regional Industrial Property with ＂supra-country＂ territoriality, after only one application, one examination and one granting. Regional Industrial Property System can not only harmonize the industrial property systems of member nations, but also connect smoothly with the International Industrial Property System. Regional Industrial Property System can enhance the unity while reduce the cost of the national industrial property protection, and can reduce intellectual property barriers to the free flow of international market.
