摘　　要：近年食品安全事件频发,突出反映了行政主体在食品安全管理中监管不力,执法不严等问题,更反映出我国政府角色定位的欠缺。行政问责制是一种与我国人民代表大会制相互结合的制度安排,它有助于强化对行政权力的制约和社会责任的追究。完善我国的食品安全管理,必须加强对行政权力的约束和监督,必须重视实践行政问责制。In recent years, food safety accidents occur frequently which outstanding reflects the administrative subject＇s poor su- pervision and weak law enforcement in the food safety management also reflects the unclear orientation of the government＇s role. As an institutional arrangement combining sponsibility system helps to strengthen the power restriction and the accountability. Rebuilding China＇s food safety market requires government to standardize lawmaking, strengthen the supervision and guide enterprises to take social responsibility. Our government must establish and per{ect the administrative responsibility system in order to strengthen the power restriction.
