摘　　要：西方学者从理论和实践上验证了地方政府公共治理对政府信用建设的重要作用。昆明市近五年的改革与创新为我们研究中国地方政府治理与政府信用建设提供了生动的实验室。"中国地方政府公共管理改革的创新与可持续发展"课题组在2011年对昆明市改革与创新的成效进行了深入调研,利用搜集到的第一手资料建立政府信用与政府治理的序次逻辑斯蒂回归模型。模型结果验证了我们的理论假设:有效的公共治理有助于政府信用建设,公众对公共治理的评价来自于公共政策对公众需求的反馈。调研结果同时反映出,昆明市的公共治理从民意的角度得到肯定,昆明市委市政府的改革与创新为自身赢得了信用。The western scholars verify that the public governance plays an important role m government Municipal government of Kunming city carries on a high effective reform during the last five years. It offers an opportunity to study the relation between the public governance and the government credit construction in Chinese circumstances. The proiect of ＂Innovation and Sustainable .Development of Local Government Public Administrative Reform in China＂ carries out an empirical study on Kunming city＇s reform, including a depth interview with civil servants and a resident questionnaire survey. The ordered logic model based on the questionnaire survey shows the effective public governance promotes the local government credit in China as the western proofs do. The empirical research also shows that the reform is accepted by most of interviewers and the municipal government gains credit through the successful reform.
