摘　　要：利用"时间研究"测量工作量的方法,了解基层卫生技术人员工作活动时间分布情况,揭示基层卫生服务机构卫生技术人员工作内容及工作量分配现状。结果发现,基层卫生技术人员工作时间较长,医生和护士需要抽出相当多的时间去从事预防保健等公共卫生工作。但是,他们在这方面知识技能又先天不足。因此,针对现有基层卫生技术人员,交叉培训、技能组合和人员组合是提高综合素质和服务能力的重要途径。The method of＂time study＂for workload measurement is used to describe the working activity time distribution of primary care staff,and to reveal the current situation of health professionals＇ task assignments in basic health service organizations.The major findings include that the working hours of primary care staff are excessively long.What is more important,doctors and nurses need to take a relatively large proportion of working time to be engaged in preventive health care and other public health work.However,their knowledge and skills in this field are naturally deficient.Therefore,for existing health personnel,cross-training and skill mix and personnel mix are good strategies to enhance their comprehensive skills under current circumstances.
