摘　　要：产权主体单一、规章制度不明确等内部问题,以及部门执法不规范、法人地位不平等等外在问题日益成为辽宁民营企业的发展瓶径。通过合理产权配置、加强规章建设等手段规范企业内部管理制度,以及通过规范行政执法、平等市场准入等举措完善外部保障制度是辽宁民营企业可持续发展的必然选择。The internal problems such as single property right,opaque regulations etc.,and the external issues like unstandardized law enforcement,inequality and others are becoming the bottleneck of Liaoning private enterprises' development.Through allocating property right rationally,strengthening regulation construction to standardize internal management system,as well as standardizing administrative law enforcement,equalizing market admittance to perfect external guarantee system is the inevitable choice for sustainable development.
