公共教育政策舆情研究的几个基本问题分析

摘　　要：关于教育政策问题确定的研究十分重要,因为构建公共教育政策问题是公共教育政策过程研究的逻辑起点。公共教育政策舆情研究就是研究哪些教育问题应该而且可以上升为公共教育政策问题,并通过公共教育政策的制定、执行和调整,增进民众普通的教育利益。公共教育政策舆情研究可以分为确定有影响力的传播教育问题的媒体、获取公共教育政策舆情信息、确定对公共教育政策舆情信息进行分析的方法、撰写并呈交公共教育政策舆情研究报告四个步骤进行,并关注传播主体、传播内容、传播原因、传播效果四个方面的问题。Construction of public educational policy issues is the logical starting point of studies on the public educational policy process, so identifying public educational policy issues is very important. Research on the public opinions on educational policy is aimed at exploring what educational issues should and can be public educational policy issues, and then increase the public＇s educational benefits through the stipulation, implementation and adjustment of public educational policy. Research on the public opinions on educational policy can be divided into four steps： deciding the media influencing the spread of educational issues, acquiring public opinions on educational policy, determining methods used to analyze the public opinions, and writing and submitting research reports on the public opinions on educational policy. Besides, it is also necessary to pay close attention to four issues of spread： subjects, contents, reasons and effects.
