延边州民族自治地方立法公众参与的制度完善

摘　　要：延边州在民族自治地方立法过程中初步建立起了民族自治地方立法的公众参与制度。但是公众参与制度在延边州民族自治地方立法过程中还有很多不足之处,在自治法规的立项、信息公开、公众参与范围、信息反馈、绩效评估等方面还存在许多问题。延边州立法机关应当通过拓宽自治法规起草主体、确立信息公开原则、扩大公众参与的范围、建立信息反馈和绩效评估机制以及听证制度,进一步完善延边州民族自治地方立法的公众参与制度,推动延边州的民主法治建设进程。Public participation system has been basically established in the process of legislation in Yanbian national autonomous areas, but deficiencies still can be found when the present situations of project approval, access to government information, scope of public participation, information feedback and performance evaluation are explored. It is necessary for the legislature to increase the number in legislation drafting, to establish the principle of open information access, to widen the scope of public participation, and to build the mechanisms of information feedback and performance evaluation as well as the system of hearings so as to perfect the public participation system further and forward the construction of democracy and legal system in Yanbian.
