摘　　要：中共上海中医药大学党委贯彻落实党的十七大和十七届四中全会精神,为"落实和完善党代表大会代表任期制",建立了"党代表大会代表旁听党委常委会议制度"。就建立该制度的现实意义、实践探索、主要经验进行了分析和总结;并通过调查研究,找出瓶颈问题,提出机制建设,以保障"党代表大会代表旁听党委常委会议制度"得以坚持、不断完善。To carry out the spirits of the Seventeenth Central Committee of the Party and its Third Session, Shanghai University of Traditional Chinese Medicine has established the regulations of party representatives attending party standing committee＇ s conferences. This paper presents with the actual significance, practice and experience of the Regulations, and finds out the bottle problems and raises mechanism construction, in an attempt to improve the Regulations.
