摘　　要：学校的办学理念、共同愿景、管理体制、办学行为、教育学术、学校文化、优质资源是形成开放大学的核心要素。文章以这些要素提炼出了开放大学的形成机制:即明确而独特的办学理念是开放大学形成的导向机制;共同愿景是引领开放大学形成的动力机制;完善而合理的管理制度是开放大学形成的保障机制;规范而务实的办学行为是开放大学形成的运行机制;追求高品位的学校文化是开放大学形成的引领机制;追求卓越的教育学术是开放大学形成的行为机制;优质的教学资源是开放大学形成的质量形成机制。The most important elements during constructing an open university include running concepts, common expectations, managing systems, behaviors, teaching academics, campus cultures and excellent resources. Based on these elements, the writer designed the following model for constructing an open university. The construction of an open university should be guided by clear and distinct running concepts, motivated by common expectations, secured by complete and reasonable managing systems and controlled by standard and practical behaviors, led by the pursuit of a high-graded campus culture and outstanding teaching academics and qualified by excellent resources.
