我国石油企业的困局与改革突破点的选择

摘　　要：我国石油产业发展已经取得了较大的成就,但在实际工作中也存在很多问题和矛盾,如何提高石油企业的经济效益和社会效益,寻找改革突破点,破解我国石油企业发展困局,是一个值得深入研究的课题。文章认为要解决石油企业发展的问题,需要国家尽快形成良好的宏观经济环境,建议成立一个部级的能源(石油)机构,明晰石油企业的竞争规则,制定石油产业发展战略,统筹实施计划和激励政策,确保国家能源安全,同时维护资源的可持续开发,做好环境保护工作。The petrol industry has already made great achievements in China. But there are still many problems and contradictions in reality. Therefore, it is worthwhile to study how to improve the economic and social ben- efits of the petrol enterprises, how to find the breakthrough of their reform, and how to overcome the dilemma of the Chinese petrol enterprises. This article provides that the solution of the development problem of the Chinese petrol enterprises depends on a healthy macro - economic environment nationwide, and the establishment of energy/petrol organization on the ministry level, which will define the rules of competition for the petrol enterprises, make development strategies for the petrol enterprises, implement overall plans and incentive policies, ensure the national energy security and sustainable development, and protect the environment as well.
