谈违章事故与提高制度执行力的问题

摘　　要：电力企业安全生产是事关全局的大事,是永恒的主题。电力企业安全生产事故的发生,不仅给人民生命和财产造成损失,还给社会带来巨大影响。经过调查,大部分事故是由于违章所造成的。防止和减少违章、事故的发生,贯彻落实规程规章制度要求是关键。文章通过对电力生产行业违章、事故、规章制度与执行力关系的分析,叙述了影响规章制度执行力度的几个问题,并对解决办法提出了自己的看法,进一步阐明了防止差错、违章、事故的发生,必须加大对规程规章制度的执行力。Safety in production in electric power enterprise which is related with overall situation is a permanent issue. Accidents about safety in production not only hazard people＇s lives and cause the loss of people properly, but have a great impact on society. Through investigation, most of the accidents results in breaking rules and regulations. It is essential to enforce relevant rules and regulations to prevent or reduce the incidence of accidents in production. Through the analysis of the relationship between accidents breaking rules and regulations and enforcement power on rules and regulations, the paper discusses problems influence the enforcement power and its importance and find out solutions to them.
