摘　　要：一个国家的高度发展须有丰厚社会资本的支撑。社会资本是物质与精神的高度统一,而社会资本在精神方面的重要体现是国民素质的整体提高,是公共精神的高度彰显。只有培育出具有‘公共精神’的高国民素质,才有可能使民主真正运转起来,从而真正实现"五位一体"建设的宏伟目标。The fast development of a country relics on the support of rich social capital, which is the unity of materials and spirits in a high degree. The realization of social capital in spirit is mainly realized in the global development of national quality and is the demonstration of public spirit. Only the cultivation of high national quality with public spirit can stimulate the running of democracy, thus realize the grand objective of building ＂five in one＂.
