摘　　要：系统综述国内外战略性新兴产业信息资源管理文献,简要评价我国当前战略性新兴产业的信息资源环境和信息资源服务能力,基于对战略性新兴产业信息资源需求及其服务能力的组合分析,导出战略性新兴产业信息资源服务能力评价矩阵,讨论产业信息资源服务的6类关键要素,构建产业信息资源服务价值链,探讨我国战略性新兴产业信息资源服务公益模式、商业模式和混合模式,提出我国战略性新兴产业信息资源服务价值最大化的三个理论假设。This paper first systematically reviews domestic and international research on the information resources management of strategic emerging industries, and briefly evaluates the current environment and service capabilities of information resources for Chinese strategic emerging industries. Based on the combinatorial analysis of the requirements and service capabilities of information resources for strategic emerging industries, it sets up an evaluation matrix of information resources service abilities. Then it discusses six key elements of industrial information resources services, constructs the value chain of industrial information resources services, and indicates the information resources service models of Chinese strategic emerging industries which include public service model, business model and mixed model. Finally it proposes three theoretical assumptions for Chinese strategic emerging industries to maximize the value of information resources.
