摘　　要：通过对我国香港、新加坡和美国在治理违法建筑方面的成功经验的描述与分析,概括了其制度构建方面的若干启示和我国的缺陷;并就境外治理违法建筑的具体经验作了归纳:立法细密,执法严格;资源配置到位,保证工作高效;明确各方职责,形成强大合力;市民监督,多方协作,业主自律;加强宣传引导,管制与教育并重;注重人本,合理变通。It is a key issue of the city management to treat the unapproved construction project getting soared nowadays and violence to resist demolition of it.This article dwells on the achievements in respect of such issues made in China＇s Hong Kong,Singapore and the USA,and offers the author＇s analysis thereof,inter alia,an thorough legislation and strict enforcement,enough manpower and material resources,collaboration in the base of independent responsibility,public supervision as well as owners＇ self-discipline,paralleled control and education,concession in case of a must.
