摘　　要：我国公众的卫生健康状况在近年来得到了较大的改善,但随着公共卫生实践的深入,也出现了诸如公共卫生资源分配不均衡、传染病防治中的公共卫生干预等伦理问题。为了解决这些问题,应该对公共卫生实践进行一定的伦理规制,在实践中坚持健康最大化、伤害最小化、补偿正义的原则,更好地促进公众健康、预防疾病和减少伤害。There is a great progress in public health in recent years in China, but along with the public health practice going on, there are some ethical problems appearing such as imbalance of public health resource alloca- tion, public health intervention in the prevention and controlling of infectious disease and so forth. In order to solve these problems, we should regulate the public health practice by certain ethical principles, adhere to the principles of health maximization, harm minimization, and justice compensation in practice, to promote public health, disease prevention and reduce the harm.
