摘　　要：目的:分析上海市外来就医现状,分析其对上海市医疗服务体系的影响。方法:收集2011年上海市医疗机构外来就医数量、机构流向及费用数据,访谈相关知情者及专家。结果:上海市外来就医规模较大,就诊流向主要集中在三级医院。外来就医带动了上海市医疗及相关产业的发展,对于其医疗技术水平和资源配置效率的提高也起着推动作用;但同时也影响了当地居民的就诊。结论:在资源配置、医疗机构定位及医疗服务监管等方面需要综合考量外来就医的影响,引导医疗产业健康发展。Objective： To describe the situation of patients from allopatry, and analyze the impact of health service system in Shanghai. Methods- Collecting the data of quantity and expenditure of allopatric patients, conducting key informant surveys. Results： A larger scale of patients from allopatry came to Shanghai＇s hospital, concentrating in tertiary hospitals. Those patients boosted the development of medical and related industries, playing an important role in enhancing the medical technique level and increasing the utilizing efficiency of health resources in Shanghai. However, it also brought some negative impacts on local patients. Conclusion： To promote the development of medical industry, a comprehensive consideration should be taken in terms of the al｜ocation of resources, the function orientation of medical institutions and medical services supervision.
