“条块秩序”与“人情例外”——集体化时期晋南农村水资源开发利用研究

摘　　要：结合实地研究与文献研究,本文考察了集体化时期围绕一个扬水站展开的晋南农村水资源开发利用方式及其局限。集体化时期晋南农村水资源之开发利用呈现以"条条联系,块块团结"和"人情例外"为特点的条块秩序。条块秩序下,当地农民可以高度合作地利用水资源,然而其资源密集、高度集权的特质也为日后水资源匮乏、合作困难等问题埋下了伏笔。Based on on-the-spot investigation and literature review,the paper explores water resources exploitation by means of pump in the countryside of southern Shanxi province during collectivization period from 1950s to 1970s and its limitations.It is pointed out that the water resources exploitation shows the characteristics of compact mode and exception of human relationship.Under such condition,it is possible for the farmers to cooperatively exploit water resources.However,because of the attributes of intensive resource and high center,it foreshadows the shortage of water resource and cooperative difficulty in the future.
