影响上海市“三支一扶”工作的高校毕业生在新农村建设中发挥作用的因素

摘　　要：对上海"三支一扶"队伍现状进行调查发现,影响支农大学生在新农村建设中发挥作用的因素有5个方面:大学生参加支农队伍动机多元化、功利化;专业与自身素质不能满足农村需要;在工作岗位上未能完全发挥支农大学生的个人能力;支农队伍服务期满就业得不到较好地保障;重招募与前期培训但轻日常管理与跟踪服务。为了使上海"三支一扶"计划支农队伍在新农村建设中更好地发挥作用,从加强政府管理和提高大学生自身素质两个方面提出了建议。The current conditions of college graduates at ＂The Three Supports and One Assistance＂ work was investigated in Shanghai. It was found that factors negatively influencing the college gradu- ates＇ performance included 5 aspects：the college graduates＇ plural and utilitarian motives,inconsisten- cy between the college graduates＇ majors and abilities and the requirements of rural work, posts un- suitable for the college graduates＇ personal ability development,lack of job guarantee after completion of agriculture-supporting service ,emphasis on recruitment and earlier-stage training but negligence of daily management and follow-up service. In order to fully play the college graduates＇ roles in new ru- ral construction, some suggestions were made in terms of both enhancing government management and improving the college graduates＇ quality.
