摘　　要：黑龙江省具有优越的资源环境优势,在保护的前提下优化经济增长,实现又好又快发展,是全面建设小康社会的重要目标。结合省情实际,黑龙江省应以生态文明建设为统领,进一步发挥优势,立足当前,着眼长远,调整区域发展布局,深入推进生态省建设,加强松花江流域水污染防治,从而提高发展竞争力。With advantageous resources and environment, Heilongjiang Province aims to realize sound and rapid economic development with the premise of environmental protection. It is an important goal for the construction of a moderately prosperous society. Based on the actual situation, Heilongjiang Province takes the construction of ecological civilization as a guide to exploit the current advantages via focusing on both current and long - term targets and adjusting the layout of regional development in a bid to promote the construction of an ecological province. The water pollution control in Songhua River Basin was strengthened to enhance the competitiveness.
