基于生态工业的佳木斯市老工业基地改造探讨

摘　　要：佳木斯作为老工业基地存在着经济发展缓慢、市场竞争乏力、工业类型落后和环境污染严重等问题。因此,加快佳木斯老工业基地的改造是佳木斯市保持经济持续快速发展,加速经济市场化、外向化进程,增强城市竞争力和可持续发展能力的需要。鉴于佳木斯工业的发展现状,借鉴国外老工业基地改造的经验,普遍认为生态工业是一种新兴的可持续的工业发展模式,是工业界解决老工业改造问题、实现可持续发展的有效途径。但在发展过程中仍存在着废物再生利用困难以及工业生态链网的稳定性等问题,为了克服这些不足,应提倡建立一种新型生态工业。As an old industrial base, Jiamusi has some questions, such as slow economic development, enterprise inefficiency and lack of market competition, among others. Therefore, accelerating the transformation of old industrial bases in Jiamusi city are necessary to maintain the sustainable and rapid economic development, promote the market economy and export - oriented process as well as enhance urban competitiveness and sustainable development. The new eco - industry is an effective way to solve the is- sue of the old industrial base transformation and achieve sustainable development. This paper analyzes the current status of indus- trial development in Jiamusi and draws on the experience from abroad. There are still difficulties in the process of development, such as waste recycling and industrial ecology - chain network stability. A new eco - industry is established to overcome these de- ficiencies.
