当代农民文化诉求与基本文化权益保障

摘　　要：保障农民的基本文化权益,是提高农民素质的重要途径,也是新农村建设取得进展的重要标志。新农村文化建设对于当代农民具有重要意义:有助于增强农民对党和国家政策的认同感,提升农民道德修养,和谐农民人际关系,缓解农民心理危机。当代农民对文化提出了更多更高的诉求,要求把保障农民基本文化权益列入重要的研究课题和必须解决的现实问题。应结合基本文化权益的特征,建立法律、政策相协调的文化权益保障格局,建立城乡一体化的文化权益保障机制,鼓励和调动农民在保障基本文化权益中的主体意识。To guarantee farmers＇ basic cultural rights is the way of improving farmer quality and the symbol of new rural area construction.Cultural construction in new rural area is of significance for farmers： to strengthen farmers＇identity sense of party and national policies,to enhance morality,to establish harmonious interpersonal relationship and relieve mental crisis.Since farmers have more cultural demands,we should establish cultural right setup in accordance with laws and policies,establish cultural right mechanism which unifies town with country and encourage the subject consciousness of farmers.
