浅谈我国进出口食品添加剂贸易现状及发展建议

摘　　要：我国食品添加剂进出口贸易发展迅速,在我国进出口贸易中比例不断增长,其安全风险被广泛关注,如何适应进口国家/地区频繁的技术性贸易措施成为当务之急。本文综述了我国近年来进出口食品添加剂贸易概况,国内外关于食品添加剂的主要技术性贸易措施,包括对涉及食品添加剂管理的相关国际组织管理情况、欧盟关于食品添加剂的主要技术性贸易措施、日本关于食品添加剂的主要技术性贸易措施以及美国关于食品添加剂的主要技术性贸易措施的研究,在此基础上结合我国关于进出口食品添加剂的主要技术性贸易措施,提出了在我国进出口食品添加剂检验监管过程中引入风险评估技术、逐步完善的食品添加剂检验监管标准体系等促进我国食品添加剂进出口贸易的具体建议。With the rapid growth of the import ＆ export of food additives and its ever - increasing proportion in the overall import ＆ export trade, safety risk is being widely concerned and how to adapt the frequent technical trade acts measures of the importing countries and areas is becoming a top priority. This article tries to summarizes the current situation of the import ＆ export of food additives in China in recent years and the main technical trade measures acts about food additives at home and abroad, including the management of the relevant international organizations and main TBT related to food additives in EU, Japan and the US. On this basis, specific suggestions are made to promote the development of import ＆ export of food additives in China are proposed, including the introduction of a risk assessment mechanism and the gradual improvement of the standard system about the inspection and supervision of food additives.
