摘　　要：国有企业扭亏脱困是我国经济体制转轨过程中所面临的一个重大问题 ,引起国内外众多学者和实业界人士的关注。解决这一难题 ,应以企业改制和资产重组为突破口 ,以技术创新为保障 ,加强管理 。To bring state owned enterprises out of deficit and difficult financial situation has been a grave issue faced by China in its course of economic reorganization,and it has attracted the attention of many scholars and enterprises both at home and abroad.Enterprise system reform and capital fund reshufflement should be taken as the breakthrough,and technical innovation as a gurantee.Efforts should be made to streng then and modernize management and countermeasures taken to bring state owned enterprises out of financial situation.
