摘　　要：民族地区与发达地区在产业水平和结构方面差异明显。集中于文化旅游产业和资源型产业,民族地区产业升级还需要投融资平台提供产业基础和产业环境,依据地方投融资平台的制度变迁过程和主要经验,市场化运作、政府行政引导成为民族地区投融资平台建设的基本原则和基本方向。The industry level and its structure in Minority areas have significant differences from developed areas.Concentrating on the cultural tourism industry and resource-based industry,minority areas still needs a financing platform to provide industrial base and environment for the industrial upgrading and its further development.According to the process of institutional change and major experiences of the local-government financing platform,market-oriented operation and the local-government administrative guidance have become the basic principles and basic directions of minority areas＇ financing platform.
