摘 要:随着改革开放的不断深入,我国外资政策也进入系统化发展阶段。运用政策范式及范式转移理论,可区分出我国外资政策经历的四个范式阶段:1978~1985年的谨慎开放范式阶段,1985~1992年的政策优惠范式阶段,1992~2001年的互利双赢范式阶段,2001年至今的科学发展范式阶段。改革开放30多年来,我国的招商引资取得较大成绩,外资政策不断优化,但外资政策的范式转变受国际环境变化影响较大,政策工具的综合使用不甚合理。政府在制定外资政策时应注重政策工具的整体安排和组合,不断推进公众参与。China's foreign investment policy has entered the systematic development stage along with the deepening of reform and opening-up. This paper uses the Hall policy paradigm and paradigm shift theory to distinguish the four paradigms stage of China's foreign policy experience: the cautious open paradigm from 1978 to 1985, the preferential policy paradigm stage from 1985 to 1992, the mutual benefit and win-win paradigm stage, from 1992 to 2001, the scientific development paradigm stage since 2001. China's investment has made great achievement and the foreign investment policy has optimized since the 30 years of reform and opening-up, but the paradigm change of the foreign investment policy has been influenced by the international environment and the integrated using of policy tools is far from reasonable. The government should focus on the overall arrangement and combination of policy tools to advance public participation in the formulation of foreign policy.
