摘　　要：20世纪初美国总统威尔逊的国际“新自由”中关于美国“引导世界”、划分“文明国家”和“独裁政权” ,认为国家制度决定战争与和平等观点 ,在 2 0世纪后期最终发展成为“民主和平论”的主要内容。At the beginning of the 20 century American President Wilson raised the point of international “new freedom”,“U.S. leading the world”,and the division of “civilized country”and “dictatorship regime”,holding that national system decides war and peace.In the late period of the century it developed into the main content of “democrary and comment”.
