摘 要:代表性官僚制不仅是西方公共行政学研究的关键问题,也是政治学研究的重要问题。代表性官僚制在一定程度上反映一个国家的民主、平等、社会稳定与开放程度。官僚代表性程度越高,公共政策的制定和执行可能会更关注社会中下层的利益,社会结构就越可能趋向合理与稳定。西方关于代表性官僚制的理论与实证研究成果都比较丰富。然而在中国,此方面的研究很少,尚未引起应有的关注。研究对西方代表性官僚制的理论发展脉络、主要研究内容、代表人物及其观点、研究方法等进行了梳理与总结;追踪了其最新研究成果,分析了西方代表性官僚制理论的贡献、复杂性与局限性;提出了代表性官僚制理论对中国的借鉴意义。Representative bureaucracy is not only a key issue in public administration, but a major concern for political sciences as well. Representative bureaucracy reflects the degree of democracy, equality, stability and openness to a society. If the societal background of the bureaucratic workforce was more representative of the citizenry, then bureaucrats' policy reference could be more inclined to engage with the problems of the people's wellbeing, the interests of middle and lower classes in the society would be somewhat more secure, and the changes in the social structure would develop in a more rational and stable direction. Despite the rich occidental, theoretical and empirical research results on representative bureaucracy, the research studies in China on this topic are few. This area of inquiry in China deserves further attention. This paper has traced and synthesized the research contents, major authors and their views, as well as the research methods on representative bureaucracy theories, and has analyzed their contribution, complexity and limitation. Lastly, the paper indicates the learning significance of representative bureaucracy for China's practice.
