摘　　要：党管人才作为建设创新型国家的重要举措,必须从目标、政策、制度、工作软环境四个方面来创新工作载体,坚持"以人为本",细致做好为人才的各项服务,为人才资源开发提供良好的软硬环境和政治保障。As the significant measure of constructing innovative country, the carder for the party managing talent must be innovated fi＇om the aspects of target,policy, system,and soft environment.Adhering to the ＂people-oriented＂ principle,and fulfilling the services for talents could provide a good environment and political guarantee to talents resource development.
