摘　　要：国家科技重大专项、863计划、科技支撑计划、973计划等都是落实《国家中长期科技发展规划纲要(2006—2020)》任务部署的重要内容。重大专项和其他科技计划在领域范围和创新链分布上紧密相关,"十一五"项目安排中存在一定的关联性;部分重大专项对其他科技计划提出了一些任务安排需求。两类科技计划的管理文件中提出了做好衔接的要求,但管理上还存在一些现实障碍。为实现两类计划的配套实施,建议按照系统设计、统筹协调、全程衔接、定期评估的基本思路,将目标设置、任务部署、已有成果、研究基地和人才队伍作为衔接重点。National Science and Technology Major Projects, 863 Program, National Key Technology R＆D Program and 973 Program are the important tasks of Outline for National Medium - and Long - term Science and Technology Develop- ment Planning （2006 - 2020）. Major Projects and the other S＆T programmes are closely related in the research scope and innovation chain distribution, as well as being relevant to their implementing projects at a certain extent during 2006 -2010 . Furthermore, Major Projects put forward requirements in terms of tasks arrangements for the other S＆T programmes. The management regulations of major projects and the other S＆T programmes claim the appropriated linkage between each other, but there are still some realistic barriers existed. In order to fulfil the supporting implementation of the two S＆T program categories, the paper proposes that according to the basic rule of systemic design, coordination as a whole, linkage projects on the full implementation cycle and regular evaluation, the emphases of the linkage should be fo- cused on the goal setting, task deployment, achieved progress, research platforms and R＆D talents.
