摘　　要：全球价值链的低端竞争已沦为一场成本逐底锦标赛,使中国低成本传统产业集群陷入竞次发展、低水平创新的两难困境。要突破两难困境的束缚,必须转换发展路径,由低成本集群向创新型集群发展。从构筑进入壁垒、培育国内市场、嵌入创意资本等三个方面提出相应的建议。The low - end competition of GVC has become a race to the bottom on price which makes the Chinese traditional industry clusters in the dilemma of bottom - competition and the low - tech innovation. In order to break through the dilemma, it is necessary to transform the development path from low - cost cluster to innovative cluster. Therefore the paper puts forward the corresponding suggestions based on the barriers to entry, domestic market and creative capital.
