我国失地农民社会保障模式的比较与反思

摘　　要：建立和完善失地农民社会保障体系不仅直接影响到城市化进程的推进,还关系到失地农民的生存发展与社会的稳定。本文在梳理建国以来我国失地农民安置主要模式的基础上,总结了当前不同地区失地农民社会保障模式的新实践以及这些保障模式的特征,分析了推广这些模式的约束条件,提出了通过完善当前农地制度、改革征地制度、探索多样化筹资渠道、创新失地农民就业培训制度等措施来有效破解我国失地农民社会保障的难题。The establishment and improvement of landless peasants＇ social security system not only directly affect the process of Urbanization but also related to farmers＇ survival,development and social stability.Based on the researches of China since the founding of resettlement of landless peasants on the foundation of main mode,Summarized the different parts of the social security of landless peasants New Practice Mode and the characteristics of these security mode,Analyzed the promotion of the model constraint conditions,Proposed to improve the current system of agricultural land,reform of the land requisition system,explore diverse sources of funding,Innovate landless peasants employment training system and other measures to effectively crack the problem of landless peasants in China＇s social security.
