基于产业链的电子银行服务渔业模式研究

摘　　要：渔业的发展离不开金融服务的支持,电子银行改变了传统的金融服务模式,丰富并拓展了金融服务渠道,为渔业的聚合发展增添了新的动力。根据渔业产业链各利益主体的行为,基于资金流和物流的运动轨迹,电子银行可以提供4种金融服务解决方案:基于电子商务和电子支付的全在线服务解决方案、基于手机支付的上下游绑定支付解决方案、基于网上银行和在线支付的订单融资模式解决方案、基于自助服务设备的非现金支付结算解决方案,可根据具体情况,交叉搭配应用。针对当前电子银行业务相关设备主要部署在城市、国民信用体系建设不完善、物流体系不健全、渔业产业链相关公司和个人认识不足等问题,需要加强我国信用环境建设、做好宣传教育、加强政策引导、鼓励部分地区先行先试。The development of fishery is inseparable from the financial services. Electronic banking has changed the traditional financial service models, enriched and expanded the financial services channel, and added new power to fishery development. According to the behaviors of industrial chain stakeholders, the capital and the material flow path, electronic banking can provide four kinds of solutions for financial services： Online service solutions based on electronic commerce and electronic payment, mobile phone payment solutions based on the upstream and downstream payment, internet banking and online payment solutions based on order financing model, non-cash payment solutions based on self-help service equipment. According to the specific circumstances, choose one or more useful application. Because the electronic banking equipments mainly are deployed in the city, the national credit and logistics system are not perfect, fishery industrial chain of related companies and individuals＇ lack of acquaintance, government should strengthen our country credit environment, provide good education, strengthen policy guiding, and encourage a part of area to try new solutions first.
