摘　　要：菜篓子工程是保证农产品质量安全的民生工程,是菜篮子工程的升级工程。它不仅有利于化解农产品质量安全风险,而且有利于降低农产品物流损耗,还有利于解决"农民卖菜难"和"市民买菜贵"的流通难题。文章对菜篓子工程的发展背景、基本内涵、国内外现状,以及我国菜篓子工程的发展思路与政策措施进行了深入探讨,认为我国政府应该充分借鉴国外经验,尽快启动我国菜篓子工程建设,全面实现农产品质量全程动态可追溯,有效破解日益严峻的食品安全难题。Basket pool program is a civil livelihood project for agri-food safety and update stage of shopping basket program. It is not only beneficial to control agri-food safety risk and reduce the logistics wastage of agricultural products, but also helpful for solving their circulation trouble of farmer sale and citizen purchase. This paper deeply analyzed the background, basic concept and current development state of basket pool program, as well as its development strategy and policy measures. It was pointed out that our government should study the experience of developed countries, initiate the basket pool program as soon as possible, ac- complish the dynamic overall traceability of agricultural products, and solve the increasing trouble of food safety.
