摘 要:公共教育政策出台之后,就要根据区域的现实情况来付诸实施,这就需要为达到某个预定教育目标而进行教育规划。学校布局调整作为一项公共教育政策,在具体执行过程中有赖于规划蓝本的制定。我国学校布局规划的历史分为两个阶段:一是缺乏规划盲目建校阶段,显然,这给后来出现的很多问题埋下了隐患,直接导致了当今学校布局调整过程中出现的巨额教育资源浪费;二是意识到科学规划对于教育发展的重要性,开始进入"自上而下"的教育规划阶段。这种自上而下的教育规划存在的最大问题是可能不符合当地的教育实际。所以,具备了科学规划的意识之后,还要将规划的"自上而下"和"自下而上"方式结合起来,这样才能制定出符合区域教育发展实际的科学规划。The newly issued public educational policies should be implemented on the basis of the specific conditions in different regions, which requires an educational program to achieve its expected educational target. As a part of the public educational policies, the adjustment of school layout policy should be guided by a program in its implementation. The school layout in China can be divided into two historical stages. In its first stage, schools were built blindly without a program, which evidently left many troubles for the future and led to the huge waste of educational resources in today' s school layout adjustment; in its second stage, a "from top to bottom" educational program was adopted after realizing the importance of scientific planning for the education development. However its biggest problem is that it may not conform to the local education conditions. So after equipped with the awareness of scientific planning, it is necessary to combine the "from top to bottom" and the "from bottom to top" patterns for us to work out a scientific program that fits the regional education development.
