摘 要:劳动报酬偏低已成为我国初次分配中的突出问题。劳动报酬偏低对于形成合理的收入结构、对于经济结构的转型升级、对于和谐阶层结构的形成和人力资源的开发均产生了不良影响。导致初次分配中劳动报酬偏低的原因很多,既有制度、体制原因,如现行工资制度不合理、城乡分割的二元体制壁垒等,也有市场自身的原因和政策原因,如劳动力市场发育滞后、再分配调节功能缺失等。解决问题的基本原则是,确保提高劳动者报酬在我国收入分配格局中的基础地位,同时,在初次分配领域健全政府调节收入分配的功能,在再分配领域深化税制改革,推进公共服务均等化建设。The lower income has become a big issue in our initial distribution, conducting negative influence upon reasonable income structure, upgrading economic structure, formation of harmonious classes and development of human resources. The lower payment is caused by many factors, such as institutional causes coneerning unreasonable existing wage system and dual barriers between cities and towns, as well as affects from market and politics, including backward-developed market and inadequate redistribution function. To solve these problems, the basic principle is to ensure the primary status of laborers" payment in our distribution pattern. At the same time, in initial distribution, government should improve its incomes adjustment; in furtherreform of redistribution, it should propel equalized public service.
