摘　　要：为了实现对不同种类、不同通讯规程的地震前兆观测仪器进行统一的数据采集、转换、存储、判断、报警功能。实现对不同连接方式的"九五"前兆观测仪器(通过协议转换器RS232-IP)和"十五"前兆观测仪器的监控,自动监控"九五"、"十五"各前兆仪器的网络通断;数据缺测以及水位数据阶变(例如水井水位的大幅变化);并自动报警(颜色报警、语音报警、声音报警、短信报警);方便查询自动记录监控结果;软件提供程序功能所需的各种配置。设计并开发一套前兆数据质量监控和水位阶变报警软件是非常必要的。介绍了前兆数据质量监控和水位阶变报警软件的组成、功能及运行情况。In order to unite all functions of data acquisition, data transformation, data storage, judgment and alarm to seismic precursory observation instruments of different kinds and different communication regulations, and to monitor precursory observation instruments of the ＇ Ninth Five-year Plan＇ （ through the protocol converters 1P-RS232） and the ＇ Tenth Five-year Plan＇ with different connected modes, and to automatically monitor the network of the precursory observation instrument, the missed data, the step change of data（ such as the change of water level greatly）, in which cases automatically alarming（ color alarm, voice alarm, audible alarm, mobile phone message notice） will be given, and to monitor results of automatic recordings and browse them easily , an alarm software which could provides all kinds of functions required is designed and developed. Constitution, functions and running of the software are introduced.
