应急预案运行保障的评价方法

摘　　要：应急预案的外部保障是应急预案能够有效运行的关键因素,评价应急预案运行保障是优化完善应急预案的运行基础、提高应急预案可行性的重要手段。在分析应急预案对应的灾害情景的基础上,确定在预案适用范围内该灾害情景可能造成的应急需求;构建应急预案运行保障的评价指标体系,确定各评价指标的储备或运行状态;确定应急预案对应的灾害情景对各保障要素的破坏程度;最后建立了应急预案运行保障的评价模型,对应急预案的运行保障进行评价。operation support of plan is the key factor to ensure the plan performed efficiently.And evaluating operation support of plan is very important measure to perfect operation foundation of plan and to improve plan feasibility.Based on the analysis of disaster scene setting in plan,emergency requirements caused by the disaster were determined in the region under the plan.Plan operation support evaluation indexes were identified,and the reserve or operation of each index was determined.Damage of plan operation support was determined by the disaster.Finally,evaluation model of plan operation support was designed,and example illustration was carried.The method provides a new idea for optimizing operation support of emergency plan and improving feasibility of emergency plan.
