我国现行教育方针的历史演进与创新发展——对党的十八大报告中教育“二为”方针的学理解读

摘　　要：从2002年11月党的十六大报告提出"教育为社会主义现代化建设服务,为人民服务"到2012年11月党的十八大报告再度提出"教育为社会主义现代化建设服务、为人民服务",前后10年,教育的"二为"方向一脉相承、不断强化,教育的"二为"方针一以贯之、与时俱进,既相辅相成又高度概括了教育促进社会发展与促进人的发展的基本职能,客观地反映了社会主义现代化建设与人民群众对教育的内在需求,集中体现了教育方针的科学性与时代性的辩证统一。科学准确地解读我国现行教育的"二为"方针的历史演进与创新发展的历史脉络,对于全面贯彻党的教育方针,努力办好人民满意的教育,具有十分重要的理论与实践意义。＂Education should serve the people and the socialist modernization drive＂ was first put forward in the report of the 16th Party Congress in November, 2002 and proposed again in the report of the 18th Party Congress in November, 2012. This policy generalizes the basic function of education, i.e. promoting the de- velopment of society and human beings, and embodies the internal demands for education by the people and the socialist modernization drive, thus dialectically unifying the scientificity and the character of the times. So, it did not change in the past ten years, and instead, it was strengthened to keep pace with the times. A scientific and accurate interpretation of the historical evolution and creative development of the ＂Two Serve＇s＂ of the present educational policy will be of theoretical and practical significance to fully implementing the Party＇s educational policy and offering good education to satisfy the people.
