发展我国社区医疗卫生服务事业的制约因素及相关涉法纠纷解决对策

摘　　要：随着国家有关政策的相继出台,作为我国医疗卫生服务体系重要组成部分的社区医疗卫生服务事业正面临难得的发展机遇。长期以来,由于政府资金投入不足等制约因素的影响导致我国社区医疗卫生服务事业的发展面临尴尬境地,就医条件差、诊疗水平低、法律保障机制空白、患者信任度缺失则进一步导致了社区医疗服务涉法纠纷多发。为此,采取加大资金投入、加强人才建设、构建相关法律保障体系和提高相关人员法律意识等解纷对策势在必行。Objective With the introduction of relevant state policies, community healthcare service, as an indispensa- ble part of China＇ s medical and healthcare service system, is facing rare opportunities for development. For a long time, insufficient government funding has led to impoverished medical infrastructure and low levels of service. The absence of legal protection mechanisms and lack of patient trust further often result in law - related disputes. In or- der to tackle the problem, the count measures should include the increase of investment, the strengthening of human resources development, the construction of legal protection system, and the improvement of legal awareness on both sides.
