高校突发事件预防机制之构建——以漳州职业技术学院为例

摘　　要：目前,在社会转型期,高校内部个体矛盾及周边社会矛盾容易引发高校突发事件,为保障师生人身和财产安全,预防高校突发事件成为高校安全应急管理的重要内容,也是加强"事前"安全防范体系建设的有效途径。针对突发事件发生的特点,结合高校安全应急管理实际,必须从预防组织机制、健全预防制度机制、教育机制、安全联动机制、动态巡查机制等方面建立健全突发事件预防和处置机制,进而更好推进和谐校园建设。At present, in the social transformation period, individual contradictions in colleges and universities as well as surrounding social contradictions would easily cause unexpected events. In order to guarantee life and property safety for teachers and students, how to prevent unexpected events has become significant matter for emergency management in addition to an effective approach to strengthening the of unexpected events, interaction, as well as this paper probes establishment of security system. into the mechanisms of prevention, Aiming at the features education, security dynamic patrol, and comes up with proposal of establishing and maintaining preventive mechanism for unexpected events so as to preferably promote the construction of a harmonious campus.
