摘　　要：根据排他性和竞争性两个标准分析可知,图书馆是一种公共物品。因此,图书馆危机是公共危机中的一种,对诸如图书馆等公共服务部门的危机的适当管理是服务性政府的重要职责。本文根据图书馆危机管理的过程,即事前预防、事中控制、事后反馈三个阶段,具体分析了图书馆危机管理中的政府责任。According to exclusive and competitive analysis, we can see that library is a kind of public goods. Therefore, library crisis is a kind of public crisis. As an important responsibility, the ministrant government should offer suitable management to collective ser- vices such as library and so on. According to library crisis management proccess, preventing firstly,controlling secondly, and feedbaeking lastly, this paper analysised specifically Government responsibility in library crisis management.
