职业重建:国民政府时期抗战伤残军人的就业——以《残不废月刊》为中心

摘　　要：抗战爆发之后,因伤致残的荣军日益增多。荣军的就业问题逐渐引起了人们的关注。有识之士纷纷主张荣军就业,自立自养。"伤兵之友"社、"荣誉军人职业协导会"和"荣誉军人生产事业委员会"三个团体积极开展"虽残不废"运动,对荣军进行职业技能培训,兴办工业合作社,帮助荣军就业。国民政府一方面颁布了一系列的政策和法规以鼓励荣军就业,另一方面大力开展荣军技能训练并发展荣军生产事业以便集中安置荣军就业。不可否认,有些荣军完成了职业重建,成功就业。但是,由于内战爆发以及国民政府的腐败不堪,荣军就业问题成为一个无法解决的难题。There were more and more disabled soldiers after the breakout of the anti - Japanese war. Their employment problem arises people＇s focus. Men of insight argued that they get employed and self - supported. The Society of Friends of hurt sol- diers, the disabled soldiers occupational instruction association and the disabled soldiers production cause community devel- oped the disabled but capable movement actively. The three organizations trained disabled soldiers for occupational skills and ran industrial cooperations to help them get employed. On the one hand, the national government issued a series of policies, laws and regulations to encourage disabled soldiers to find jobs. On the other hand, the national government greatly developed occupational skiUs training of the disabled soldiers, and developed production cause of the disabled soldiers in order to collectively get them employed. It is undeniable that some disabled soldiers finished their occupational reconstruction and get employed. However, due to the breakout of the civil war and the serious corruption of the national government, the disabled soldiers employment problem became a problem which can not be solved.
